ANC 3F July 16 agenda: Medical cannabis dispensary license; trash, vandalism and locked-up amenities at Forest Hills Park

A sign advertising Mr. Green appeared at 4302 Connecticut Avenue in March, but was removed within a few days.

Mr. Green, a would-be Van Ness “gifting” shop, is going legit under the District’s efforts to regulate cannabis retailers, much as DC regulates establishments that sell beer, wine and spirits. And that includes appearing at the next ANC 3F meeting to meet the commissioners who get a say at its licensing hearing.

On June 28th, the DC Alcohol, Beverage and Cannabis Administration posted a placard at 4302 Connecticut, giving notice of Mr. Green’s request to open a medical cannabis retailer there, and a September hearing on the matter. The shop’s proprietor, Rahul Kataria, is scheduled to appear at ANC 3F’s July 16th meeting for some commissioner and public Q&A. See the draft agenda below for the meeting time and the Zoom link.

Also on the agenda: four resolutions on DC Water’s Soapstone Valley work, DDOT’s efforts to fill in the sidewalk network, WMATA’s plans for the Metrobus network, and DC oversight at Forest Hills Park.

In May, for example, readers started reaching out to us about the park’s tennis courts. They would arrive at the park for some play or practice, only to find the gate had been padlocked. They saw no signs indicating a reason for the closure.

We now know that the tennis and basketball courts are being closed at night due to noise complaints, trash and vandalism, and DC Department of Parks and Recreation staffers don’t always reopen them before players arrive in the morning.

The draft resolution on the ANC 3F agenda mentions those issues, plus overflowing trash cans, rat sightings, and a lack of clearly defined DPR regulations regarding prohibited behavior at the park. The resolution states that “other cities in the U.S. have established clear, published bylaws, rules or regulations and enforcement programs to address these types of behavior in their city parks.” DC has not.

    I’ve noticed the same things at Forest Hills park, that i have not seen in years past: a huge amount of disgusting and careless trash on the ground in the park, especially at the benches near the tennis courts and basketball court, and men flagrantly ignoring the no-smoking rule: men smoking inside the park. Very discouraging and disturbing.
