This agenda item for the ANC3F meeting, under Roman numeral seven (I fixed a typo), seems to confirm that having Deputy Mayor for Public Safety Geldart complain to ANC3F about the “broken” voucher system back in April was nothing more than pre-election pandering from somebody who had no jurisdiction over the voucher system:
“ANC 3F Public Safety Update from Wayne Turnage, Deputy Mayor, District of Columbia Health and Human Services (DMHHS) ”
The website for DMHHS (link to follow) confirms that Deputy Mayor Turnage (not Geldart) has jurisdiction over these many agencies and services relevant to the population that uses housing vouchers to rent apartments in our neighborhood:

Typical of agency websites under our current mayor, the home page does not even mention the name of the current DMHHS.
An undated page on the District’s Coronavirus website confirms that Mr. Turnage is both the DMHHS and Director of the District of Columbia Department of Health Care Finance (DHCF):

I don’t know why the District has been unable to hire somebody to head the DHCF who would report to Mr. Turnage, but he appears to be wearing two hats at the moment.
