As we’ve mentioned before, we like that you come to us for neighborhood news. But if you want to be among the first to know what’s going on, you’ll attend ANC 3F’s monthly meetings. Once more, the meeting this Tuesday, June 18th will be packed with news and information of import to our community.
The people behind Uptown Market, the business moving into the former Soapstone Market space at the end of the summer, will be at the meeting to introduce themselves and discuss their application for a liquor license. Another elementary school will be using the trailers at UDC as swing space during construction. An ANC 3F committee has set itself to researching the impacts of the proposed Soapstone Valley sewer rehabilitation project. And commissioners will vote on a resolution on Reno Road bike lanes.

B23-0280 The Safe Cannabis Sales Act of 2019 introduced by Chairman Mendelson at the request of the Mayor renames the Alcoholic Beverage Regulation Administration (ABRA) to the Alcoholic Beverage and Cannabis Administrations (ABCA). I’m looking forward to the Uptown Market having a ABCA permit in the very near future.

It is good news that Uptown Market has applied for its liquor license. I hope the license approval process will not delay the opening of the market scheduled for August.
The orange placards posted on Uptown Market’s storefront are dated June 14. They say the market is applying for a “new” license, which could be part of the reason that their opening was delayed until August. The placards say the ABRA license process starts with a date in August and ends with a date in October. They also reveal that the market has applied for a license covering a total of 54 seats, with 32 of those seats outdoors.
If my recollection of the seating numbers is correct, providing 32 seats outdoors would be a good expansion of the market’s outdoor seating. I wonder if my interpretation is correct because the placards imply that only 22 seats would be available indoors. It is possible I misunderstood the placards. It is also possible that a Voluntary Agreement would change the number and location of the seats approved under the new license.

According to the new hyper-local blog, Northwest Courier, this discussion about Uptown Market’s liquor license occurred at the June 18 meeting of ANC 3F:
“The commission heard an application to ABRA for the Uptown Market. Francis McDonald presented on the application. He clarified that while the application to ABRA was for the full range of hours, the settlement agreement with the ANC will be for significantly less time. The commission will discuss the settlement agreement.”

I do not know what it means that “the settlement agreement … will be for significantly less time.”
Does that mean Uptown Market will not be allowed to sell beer and wine for some of the hours that it will be open, or that the bar will not be able to serve liquor, beer or wine for certain hours?

More likely, it means the business won’t be open for the full range of hours allowed for alcohol sales. Uptown Market won’t be open until 2am, which is the DC limit for serving alcohol.
