ANC 3F September 16 agenda: No Soapstone sewer update (!); Reno Road crossings, DC Home Rule

They’re back. ANC 3F returns from its August break to its regularly scheduled meetings on the third Tuesday of the month. And the commission’s next meeting, on September 16th, is the first one in a long time without DC Water and the Soapstone Valley sewer project on the agenda.

Not that the project is complete, mind you, but according to the latest update from DC Water, the agency is targeting a late October end date. What that means is that by the ANC’s October meeting, DC Water believes that the final sewer segment will be lined with special materials to prevent sewage leaks. A new manhole will fill what is currently a large and deep hole in Albemarle Street. And Albemarle east of Connecticut Avenue will be rebuilt, repaved and reopened. And of course, all of these things will happen regardless of the final completion date.

What is on ANC 3F’s draft agenda (below): restoring the Muchas Gracias and Honey’s sidewalk cafes, the Reno Road and Warren Street pedestrian crossings, discussion of a Home Rule resolution and more. The agenda posted on ANC 3F’s website also has the DC Water update as an addendum, and a dispatch from Van Ness Main Street’s Good Clean Fun initiative about developments in its work to stay on top of Forest Hills Park’s maintenance and safety issues. (One longtime issue – tackled by the ANC as well – is a broken fence between the basketball and tennis courts. Good Clean Fun says it has been replaced.)

    Thank you very much for giving us the text of the Home Rule Resolution, which was partially covered by The 51st a few weeks ago when it was in an early stage and The 51st only had a partial list of ANC commissioners around the District who were supporting the demands to respect home rule.

    The day after ANC 3F’s monthly meeting on September 16, DC Council will hold its second and possibly final vote on the RENTAL act which will gut tenants’ rights under TOPA. The 51st has been covering the Tenants’ Opportunity to Purchase Act (TOPA) diligently since The 51st came into being.

    Today, September 11, The 51st printed this open letter from the Tivoli Gardens Tenant Association, The Woodner Tenant Union, Park Place Tenant Association, and Oaklawn Tenant Association, in support of TOPA and against the RENTAL act:

    The tenant associations whose open letter was printed today in The 51st had these pointed comments about At-Large Councilmember Robert White:

    “Chairman of the Housing Committee and At-large Councilmember Robert White, seeking a political win with a bill introduced by Mayor Bowser, will tell you these changes are necessary because new construction permits in D.C. are down 83% since last year. He will tell you that developers view TOPA and rental arrears as the main reason not to build in D.C. He will tell you that his changes will only affect a small number of tenants.

    “But Councilmember White’s remedy will increase the profit margins of large landlords and developers, while sidestepping the real issues facing tens of thousands of rent-burdened tenants. It is completely unreasonable to expect developers, who have historically failed to deliver on affordable housing despite every incentive thrown their way, to build their way out of the District’s housing affordability crisis.”

    There are important other details in that open letter, which I recommend to all community residents.
