DDOT is moving forward with some of the projects proposed in the agency’s Connecticut Avenue multimodal safety improvement planning, and is making parking and other changes around Murch Elementary.
The DDOT notices of intent will be discussed at ANC 3F’s April 21 virtual meeting. (See the agenda below.)
The Murch plan includes adding a mid-block raised crosswalk at the school’s Davenport Street entrance and removing the street’s existing speed table. The public comment period closes on April 28. Search “NOI-26-82-PSD” at noi.ddot.dc.gov.
The Connecticut Avenue changes listed in DDOT’s notice of intent are relatively modest compared even to DDOT’s plans for the corridor after bike lanes were removed from the project. DDOT told ANC 3F last year that curb extensions and left turn pockets were also out.
The plans in ANC 3F’s section of Connecticut include:
A new traffic signal at Chevy Chase Parkway/Harrison Street. And the slip lane will be eliminated.
Closing 36th Street between Everett Street and Connecticut. It can be a dangerous spot for pedestrians.
Drivers have a wide right turn from Connecticut and often take it at full speed. DDOT also plans to prohibit drivers from turning left onto Connecticut from Everett.
A Nebraska Avenue intersection reconfiguration. There’s a lot going on here. The slip lane for drivers turning right on Connecticut will be removed.
The northbound and southbound Metrobus stops will each move to the other side of the intersection. The signal cabinet by the southbound bus shelter will move as well.

The southbound bus stop and signal box make it difficult for drivers in the rightmost lane of Connecticut to see pedestrians even when it’s not an election year.
The bus stop and signal cabinet moves will do a lot to improve pedestrian visibility at the intersection.
Some Connecticut Avenue projects are getting under way later this year. Others are set to start next year. And additional changes are taking place in ANC 3/4G territory to the north. In each case, the deadline to comment on the Connecticut Avenue projects is May 4. Visit noi.ddot.dc.gov, and search for NOI #26-85-CPD (ANC 3F) or NOI #26-86-CPD (ANC 3/4G).
Some previous ANC 3F meetings have been held at Forest Hills DC and on Zoom. This meeting will be on Zoom only:

They’re closing the less dangerous of the two slip lanes at 36th and Connecticut. The one they should be closing is the one on the northbound side next to the former Pat Collins Snow Stick Park (across Fessenden from the BP station). It has more vehicular traffic and more pedestrian traffic than the one they want to close. During the afternoon rush hour a heavy volume of commuters zoom through that slip lane as if it were an exit ramp from a freeway. The number of pedestrians on the east side of Connecticut is about twice as much as the west side.
By the way, it seems to me that DDOT is systematically removing slip lanes all across Upper NW. I just learned of several slip lanes that will be eliminated on Nebraska Avenue in Chevy Chase. I’d be eager to hear an explanation.

The driving around Murch is shocking, including by many parents from what I can tell, There’s a stop sign midway down Ellicott Street — just outside the Murch playground entrance — that drivers ignore regardless of the presence of children in and around the crosswalk. The intersection at Davenport and Reno has been without a crossing guard for several years. Cars regularly whip through the intersection, run the light, turn right on red from Davenport onto Reno despite the sign, turn left from Reno onto Davenport without checking for children in the crosswalk, and speed down Reno despite the flashing 15mph signs during school arrival and dismissal hours. It all feels a bit hopeless, as if we’re just waiting for a child to be struck there before anyone takes any action.
