On August 21st, DC Water plans to begin installing cured-in-place pipe along a new segment of the 110-year-old sewer pipe in the Soapstone Valley.
The agency set out the new, tentative schedule at ANC 3F’s July 18th meeting, and has scheduled a virtual meeting at 7 p.m. on Thursday, August 17th. (See below for the connection information. An August 1st project email said the topics to be discussed during the August virtual meeting would include “why traces of styrene are being detected in air sampling results, and possible corrective actions to be taken to address this matter.” Experts from DC Water contractors IPR and AECOM will be available “to address this issue and answer your questions regarding this subject.”
At the ANC 3F meeting, Emanuel Briggs, DC Water’s director of community affairs, also said “we’ll be out in the community more.”
“We’ll be at the [UDC] farmers market during the month of August,” Briggs said. “Also we will be hosting virtual and in-person meetings with uh stakeholders, specifically stakeholders along the path of shots six through 10 [see the masp below], so working with Park Van Ness, the Montessori school and others in that area.”

The meeting also included this plea from ANC 3F commissioner Mitchell Baer: “Please stay out of the park.” The park is closed through spring 2024, and while operations might seem to be paused from time to time, “[they] are going to be commencing again shortly…. It’s dangerous for you, it’s dangerous for the the workers and it just is not a good thing to do.”

DC Water is still stalling on setting a date to begin Shots Six through Ten of the Cured-in-Place-Pipe (CIPP) relining of the Soapstone ravine sewer. DC Water’s latest email “update” about the Soapstone project, sent Sunday, August 13, dropped all references to the beginning of CIPP relining, and pushed the time frame two weeks further for conducting closed-circuit teevee (CCTV) photography of still-unlined portions of the sewer.
DC Water sent a separate message announcing a virtual public meeting about the Soapstone project which will take place tomorrow, August 17, at 7 pm. It will not be on the usual Zoom platform but on Microsoft’s “Teams” platform.
It now appears they plan to “review” the CCTV video for three full weeks, as well as “order lining materials and supplies” for three full weeks. In their August first “update,” DC Water had reported that those activities would take only ONE week, the week of August 14, so they could begin Shots Six through Ten of the CIPP installation the week of August 21. Now simply reviewing video footage and ordering supplies they have ordered five times before will somehow take DC Water and its contractors three full weeks! And the start date for the next CIPP Shots has disappeared.
Why are DC Water and its contractors so obviously dragging their feet on the Soapstone project?
Because of that ridiculous foot-dragging, instead of beginning Shots Six through Ten during the week of August 21 (next week), DC Water states the following in its August 13 update:

DC Water is also covering up the results of its air quality monitoring lab tests for every CIPP installation done after the first two on March 14 and 16, 2023. DC Water disclosed in both the March 14 and March 16 lab test reports that high amounts of STYRENE were detected in the air samples from both tests. But since then, complete silence.

But there are no lab test results posted for Shot Three, Shot Four or Shot Five, which were installed and “accepted” by DC Water on or before mid-April, 2023, four months ago.

DC Water’s virtual “community meeting” last night included stunning confirmation that DC Water has indeed been covering up the laboratory test results of the air samples taken during Shot Three, Shot Four and Shot Five of the CIPP installations.
The meeting also included stunning confirmation that one of DC Water’s contractors either is completely ignorant of, or brazenly lied about, what is reported in the lab test results of the air samples for Shot One and Shot Two of the CIPP installations, which occurred on March 14, 2023 and March 16, 2023, respectively.
But these stunning events do not please me because I want DC Water to stop covering up and disclose immediately what the lab test reports showed for the air samples during Shots Three, Four and Five. The lab test reports for those last three Shots are still not up on DC Water’s project website:

And DC Water still has not posted the video of last night’s virtual meeting on their project website, as they promised last night they would do immediately.
What is DC Water hiding? Why did they fail to disclose the lab test results for Shots Three, Four and Five for more than four months? Why does DC Water’s contractor either not know what was revealed in the lab test reports for Shots One and Two, or brazenly lied about what was in those reports?

The bottom two reports, from “CUIRE,” are the only two reports that show which “Shots” of Cured-in-Place-Pipe (CIPP) are covered in the reports. Each of the CUIRE reports is labeled at the top with the “site” where the “Shot” was installed, the date of the “Shot,” the ID numbers for the manholes at each end of the “Shot,” and the “Shot” number.
The acronym “CUIRE” is not spelled out in any of the five documents, nor is it spelled out in the Air Quality Monitoring Plan (AQMP) published by DC Water’s contractor called “AECOM.” CUIRE appears to be at the University of Texas, Arlington, which paid for and received the actual laboratory test results for chemicals released during CIPP “Shots.” Experts at the University of Texas, Arlington (UTA) did not actually perform the lab tests but instead received reports from the testing laboratory, known as GD Air Testing, Inc. The “Results” reports labeled with “GD” are the actual lab test results.
The top of the first “CUIRE” report, dated March 14, says “Daily Air Monitoring Report #1—Site 6.” The “Summary” for Report #1 states “Air monitoring performed during shot #1 M-10445 to M-10343 [manhole numbers]. Air monitoring results were less than the Action Levels.” Each page of the first CUIRE report shows this legend in the bottom left corner “Perimeter Air Monitoring Daily Field Report #1 – 03/14/2023.”
The top of the second “CUIRE” report, dated March 16, says “Daily Air Monitoring Report #2 – Site 5.” The “Summary” for Report #2 states “Air monitoring performed during shot #2 M-10445 to M-10363. Air monitoring results were less than the Action Levels.” Each page of the second CUIRE report shows this legend: “Perimeter Air Monitoring Daily Field Report #2 – 03/16/2023.”
The CUIRE report dated March 14 is labeled “Shot One” and the CUIRE report dated March 16 is labeled “Shot Two.” But the CUIRE reports are not the “results” for “chemical specific” laboratory tests. As each legend makes clear, the CUIRE reports are only for “perimeter air monitoring,” not for laboratory test results of actual air samples.
Each of the CUIRE reports contains this paragraph:
“The purpose of this Report is to communicate real-time monitoring results with a focus on any results greater than Action Levels set forth in the AQMP, and any emissions controls implemented in response to the real-time monitoring results. Results summarized herein are preliminary and are subject to change based on a quality assurance quality control review. Final results will be included in the project area reports and will include an evaluation of the chemical specific sampling results.”
The two CUIRE reports refer to but do not contain “the chemical specific sampling results.” Those chemical specific sampling results are reported in the documents labeled GD23-066 Results (Shot One, March 14), GD23-067 Results (Shot One, March 14) and GD23-068 Results (Shot Two, March 16).
There are no CUIRE reports for Shot Three, Shot Four or Shot Five. There are no “Results” reports for Shot Three, Shot Four or Shot Five.
The reports on “Results” are only for air samples collected on March 13, March 14 and March 16, 2023. The March 13 samples appear to be baseline samples taken before the beginning of CIPP Shots. The March 14 Results are for Shot One and the March 16 Results are for Shot Two. There are TWO reports on Results for Shot One (GD23-066 Results & GD23-067 Results).
The “Results” are shocking, when compared to statements by DC Water’s contractor at the August 17, 2023 public meeting. The chemical specific “Results” for Shot One and Shot Two will be covered in a later comment, unless DC Water issues a public statement about those Results before the end of this month.
