ANC 3F02’s Guzman resigns, triggering a special Aug. 4 meeting but no special election

August 3, 2026 Leave a Comment

ANC 3F02 is almost entirely residential. Its residents live in single family homes and four large apartment buildings. Forest Hills Park and Capital Memorial Church are within its boundaries.

ANC 3F’s July 14 meeting was Sue Guzman’s last as the commissioner for single member district 3F02.

“I’ve known and worked with Sue for probably 15 or more years, since our almost 21-year-olds were in pre-kindergarten together at March Elementary School,” ANC 3F Chair Courtney Carlson said at the meeting. “I’ve worked with her, on committees and HSAs, and lucky enough now, the ANC. And I can’t say what an honor it is to have worked with her. And I’m sorry to see her go before the end of her term.

Guzman resigned because she is moving out of the SMD. That would typically trigger a special election process to fill the opening.

But this is an election year, and according to the DC Board of Elections: “…if a vacancy occurs within six (6) months of a general election, nominating petitions shall not be made available and the seat shall remain vacant for the remainder of the term of office.”

Guzman’s exit is, however, triggering a vote within the ANC for a new treasurer, who will serve the remaining four months of the term.

ANC 3F is holding a special meeting Tuesday, August 4 at 5 p.m. Here’s the Zoom link. The agenda is below.

If you’re interested in running for ANC 3F

Every seat on every advisory neighborhood commission in the District is up for election in November. And if you’d like to throw your hat in the ring, there’s still time. ANC candidates need to collect at least 25 signatures and turn in their ballot petitions by Wednesday, August 5 at 5 p.m.

As of this writing, no one has picked up petitions for 3F02 or 3F06, but registered voters who live in those SMDs can run in as write-in candidates after the ballot deadline passes.

And whether your name will be on the ballot or you will be asking voters to write your name, Forest Hills Connection would like to hear from you. We run “getting to know you” statements from the candidates every two years, and will do so again beginning in late September. Get in touch at info@foresthillsconnection.com.
