ANC 3F Commissioner Ryan Cudemus-Brunelli has resigned, opening his seat up for a special election if more than one candidate files the paperwork.
Cudemus-Brunelli announced at the July 18th ANC 3F meeting he is moving out of the single-member district that he has represented since January 1st: 3F01.
“It’s been a pleasure to serve everyone in 3F01,” he said. “I’m looking forward to see who the next commissioner will be… and wish them the best.”
Cudemus-Brunelli later told Forest Hills Connection via email that his single member district is “relatively quiet” and is “100% residential, absent the Sheridan School. Any incoming commissioner should work with Commissioner [James] Tandaric if they would like to come up to speed on Sheridan School affairs.”
The DC Board of Elections certified the vacancy on July 21st, setting an election process in motion. The notice gives candidates until 4:45 p.m. on Monday, August 14th to submit nominating petitions.

Those include:
- Requesting a nominating petition. You can either email [email protected] or pick one up at the Board of Elections office (1015 Half Street SE, Suite 750, Washington, DC 20003). If using email, specify that you are requesting petitions for the open seat for ANC 3F01. The petitions can also be submitted via email
- Collecting the signatures of at least 25 registered voters who, like the candidate, live in the single-member district.
- Completing and submitting a Declaration of Candidacy by the filing deadline.

It’s a good idea to first confirm confirm you live within ANC 3F01’s boundaries. It’s also a good idea to collect more than 25 signatures, as some could be disqualified during the challenge period that will take place August 17th through August 23rd.
If you have enough valid signatures, congratulations! You are a candidate. And, if you are the only candidate who filed, congratulations! You are ANC 3F01’s new commissioner.
However, if there is more than one candidate for the position, an in-person special election will be held by the ANC 3F in association with the Office of the ANC, said OANC’s Gail Fast in an email.
“The seat must be filled by October 22, 2023 or else it will be declared vacant again,” she wrote. And the process begins again.
Correction: We originally reported that the special election must be held during a regularly scheduled ANC meeting. There is no such restriction.

ANC3F needs to to hurry up and finish building its website. It is ridiculous that we have been waiting over six months for updated documents, resolutions, meeting minutes and other vital content handled by the ANC to be available to the public on a website.
ANC3F is even misleading about what it is doing with its website. ANC3F “Our website is under maintenance.”

But it’s not being “maintained.” It’s being CONSTRUCTED. ANC3F has not finished building the new website, so there is nothing to “maintain” yet.
Is there any other ANC in Ward 3 that has had no functioning website for more than six months? Why is our ANC being so incompetent at this basic task?

When I checked the financials for ANCs, ANC3F had one of, if not THE, largest funding level of all of the ANCs, too!
Pay someone a few grand to build you all the website! It’s okay to do that! Professional services!

ANC3F finally restored some portions of its website!
I am crossing my fingers that ANC3F can quickly restore its website to the useful community resource it used to be.

But the large DC flags on the home page labeled “Meeting Agendas,” “Meeting Minutes” and “Watch Video Recordings …” are disappointing. They all link to the same list of agendas, and only agendas, and the list of agendas has four links to the same May 16, 2023 agenda, along with agendas for January-April, 2023.
The page with the names of current commissioners is now up to date:

They even seem to have a new email address at the top of that “about” link:

There are live pages for various committees, but all five of the committee pages show names of commissioners who are no longer in office, so I assume some of the other members listed are no longer members of those committees.
The parks & watersheds committee still shows no new documents since last November, nine months ago.

It’s not ANC3F’s fault that so many local businesses disappeared during the Pandemic, so I won’t point out how many out of date names are listed.

ANC3F’s rebuilt website retains their excellent encyclopedia of “Ongoing ANC3F Issues,” which spans at least seven years and ends in December 2022:

Their “Calendar” page, however, loads nothing, even with all Java scripts turned on and ad-blockers turned off:

So there is currently no mention on ANC3F’s website of the special meeting on September 6th about UDC Building 41 and the DC Archives. Fortunately, Forest Hills Connection publishes a monthly newsletter and today’s August newsletter reminds readers of the September 6th special meeting:

At mid-day on Friday, September first, the calendar page on ANC3F’s website now loads blank calendar pages retroactive to at least December 2021 and going forward to at least January 2025, but every day on every page is blank.
There are no references to monthly meetings which have already been held, nor to any future monthly meetings. There are no references to special meetings, including the September 6th special meeting on UDC Building 41.
The Archive page that serves as an index or table of contents to several categories of documents has now deleted the duplicate references to May 2023 agendas. Those duplicate links to May 2023 agendas have also been deleted from the Agendas page linked to on the home page (anc3f dot com / agendas). The pathways from the home page (anc3f dot com) to the separate pages for Meeting Minutes and Videos still link only to the agendas.
It is good to see ANC3F’s web designers are working on improvements. I hope ANC3F can restore critical parts of its website in time to publish relevant documents (presentations, PDFs, draft resolutions, etc.) relevant to the Sept. 6 special meeting, and publish the video of that special meeting on its ANC3F website as well as on its YouTube channel.
