ANC 3F’s website at anc3f.com was inaccessible for much of the past month, but they’re working on it. A placeholder page went up recently with information on the commission’s June 20th virtual meeting, and at the meeting, the commissioners will vote on some expenditures related to getting and keeping a website up and running.
Also on the agenda (below):
DDOT’s Broad Branch and Spring Valley Stormwater Retrofit Project: This is a stormwater management and green infrastructure project in the Broad Branch (Rock Creek) and Spring Valley (Potomac River) watersheds. And this is the Broad Branch project area:
DC Water returns with the latest on the Soapstone sewer rehabilitation project. On June 14th, in an email update, the agency said that stream restoration work at Site #1 (the work site closest to Connecticut Avenue) was substantially complete. “Customers will notice a major reduction in noise stemming from boulder delivery and hauling,” the email said.
The sewer pipe relining work is likely to resume in mid-July. Preparations include dismantling the sewage bypass used during the first segment’s cured-in-place pipe installation, and reassembling the system in the next location.

Any news on when the Soapstone trail (from Albemarle) will reopen?
FHC says
DC Water initially targeted October 2023. That end date was scrubbed from signs on site some weeks ago, but there’s been no public update on the possible reopening date.
Green Eyeshades says
DC Water and its contractor (known as IPR) installing Cured-in-Place-Pipe (CIPP) continue failing to provide the neighborhood clear information about their schedule for resuming CIPP work on the so-called “Shots” which manufacture plastic CIPP in separate segments of the sewer line being rehabilitated.
Shots One and Two are complete and DC Water has claimed that it has “accepted” the work of IPR on those first two Shots. It appears that Shots Three through Five are also complete, because DC Water told ANC3F last night about its plan to conduct Shots Six through Ten.
But DC Water has still failed to disclose to the neighborhood whether DC Water has accepted the work of IPR on the plastic pipe installed in Shots Three through Five. DC Water did say last night that repair work on certain unidentified manholes was completed, but did not say anything about whether it has accepted IPR’s work on Shots Three through Five.
DC Water has still failed to disclose the air quality monitoring lab test reports for Shots Three, Four and Five; the project website still shows only two lab test reports, for Shot One on March 14 and Shot Two on March 16:

(click on green “Project Documents” label at bottom of top photo)
In general, DC Water is dragging its feet in multiple observable ways, and probably in other ways we can’t see, in disclosing results of its contractor’s CIPP work and disclosing the results of lab tests of the air samples taken during the last three CIPP Shots which have been completed (Shots Three-Five).
